You wish to compare practices in your government agency with other leading organizations.

A key step in benchmarking is developing the comparison framework.  You need to identify what you are going to compare with other organizations (and identify these criteria at the outset of the study).  The criteria used to compare will of course vary depending on the nature of your operation.

To provide a starting point, this template includes generic comparison dimensions and criteria as well as a template with generic five level capability descriptions for each dimension to summarize the results of the comparisons with the benchmark organizations (see preview charts).

The generic benchmarking template also includes a summary work plan.  The template can serve as a background summary presentation to help reach agreement on the overall scope of the benchmarking and process to be followed, as well as to report and summarize the results of the benchmarking in a structured manner at the desired level of detail.
